Layout development is the process of legally converting an agricultural or open parcel of land into individual demarcated plots with proper road access, utility connections and government approvals — making them ready for construction and sale.

Under Maharashtra Land Revenue Code (amended 2025), NA conversion and layout approval processes have been streamlined — but they still require careful handling of documentation, authority coordination and infrastructure execution. We guide developers, landowners and investors through every step.

The Process

Step-by-Step Layout Development

01
Land Survey & Title Check

Topographical survey, boundary demarcation, soil testing. Verification of 7/12 extract, ownership records, encumbrance certificate and existing land use classification before any development begins.

NA Conversion

Application for Non-Agricultural (NA) permission under Maharashtra Land Revenue Code. Documents include 7/12 extract, mutation records, Gram Panchayat NOC, Highway NOC (if applicable) and premium payment to District Collector.

Layout Planning & Design

Architect prepares the layout plan — internal roads, plot dimensions, open spaces, drainage lines and utility corridors as per local development control regulations (DCR) and building bye-laws.

Sanction & RERA Registration

Submission to Town Planning authority for sanctioned layout plan (LP number). For layouts above the specified threshold, RERA registration is mandatory before any plot sales or marketing can begin.

Infrastructure Development

Construction of internal CC roads, compound wall, electricity pole connections, water supply pipelines, street lighting and stormwater drainage — transforming open land into a fully developed, construction-ready layout.

Plot Sale & Registration

Individual plot sale deeds executed at Sub-Registrar office. Mutation in revenue records, NA tax payment, and possession certificates handed to plot buyers with full documentation kit.
